They wanted Bolton to play and seem the bum, but instead he has been and behaved as an officer, an ambassador, and a geopolitical meteorologist.
Voino is a vain-o. There's been an extraordinary parade of vanity-sick public figures during the past few years, and I'm starting to suspect that they're like brightly painted targets for manipulation. My guess is
(1) that some person or persons played on Voino's vanity and ambition, in order to inveigle him into opposing Bolton. They probably misinformed him too. People who concentrate on clippings and clips of or about themselves often end up under-informed and misinformable. And
(2) that something was emotionally or medically wrong with him back when he opposed Bolton's nomination and that the problem exacerbated and lacrimized his attitude.
Mere suspicions; one could speculate variously.
But, if things are as they seem, then he's found that his opposition to Bolton, who developed almost instant and likely enduring folk hero status among many conservatives, has won Voino the enmity of much of the base, and Voino may be able to remedy that, but he will never remedy their distrust, which he has richly earned.
Now Voino the vain has changed his mind under the dubious cover of another tear-jerkingly "urgent" cause -- he wants to be sure that Bolton is souped up with every last ounce of legitimacy needed in order to keep Israel from destroying Hizb'Allah (Party of God), the group which targeted U.S. Marines with a truck bomb and killed 241 of them.
When Voino opposed him, Bolton's past record in dealing with the UN had been in fact already outstanding; he'd been so effective that he even had gotten the General Assembly to repeal the "Zionism is racism" resolution.
Next, maybe Voino will be disappointed when U.S. policy continues anti-Hizb'Allah (anti-"peace"), despite Voino's oh so big-minded reversal.
Yeah, Senator Voinovich. Whatever fine sentiments balance your drink.
